About the role

Accenture Construct is seeking a Business Development Manager to support strategic BD, client engagement, and major pursuit efforts for Caltrans and transportation programs throughout Southern California. The role focuses on building relationships, pursuing infrastructure opportunities, coordinating with cross-functional teams, and leading capture efforts across the full pursuit lifecycle.

Responsibilities

  • Support strategic business development, client engagement, and major pursuit efforts focused on Caltrans, transportation agencies, city, county, ports, and surface transportation programs throughout Southern California.
  • Build and maintain relationships with key client decision-makers; serve as relationship lead for select strategic accounts; expand Accenture’s presence through client engagement, market intelligence, early pursuit positioning, and coordinated capture planning.
  • Participate in industry organizations, attend conferences and networking events, coordinate client touchpoints, executive meetings, and post-event summaries.
  • Develop and maintain a robust opportunity pipeline using Deltek CRM; track opportunity status, probability, and timing; report on backlog forecasts and pursuit performance.
  • Align pipeline with firm revenue goals and staffing capacity; support staffing plans and organizational charts.
  • Lead or support go/no-go decisions, pursuit strategies, early positioning, pre-proposal intelligence gathering, and client/partner outreach.
  • Facilitate teaming strategies with primes, subconsultants, and joint venture partners; manage partner relationships; prepare MOUs and subconsultant agreements.
  • Develop comprehensive capture plans with contacts, insights, win themes, differentiators, and milestones; support full pursuit lifecycle with marketing materials and client presentations.
  • Coordinate with Marketing on proposals, conferences, branding, and messaging; develop submissions with technical teams; support interview prep and rehearsals.
  • Oversee coordination with lobbyists/external consultants; participate in internal strategy discussions; track pursuit action items; coordinate networking events.

Qualifications

  • Bachelor’s degree
  • Minimum 7 years’ experience in the Architecture, Engineering, and Construction industry
  • Minimum 7 years’ program Management or Construction Management industry experience
  • Minimum 7 years’ experience supporting business development, capture management, marketing, and strategic pursuits
