About the role

Technical Project Manager focused on network planning for Nebius, bridging internal data center development with external telecommunications partners to manage the connectivity lifecycle from site opportunity assessment to Outside Plant delivery, with emphasis on fiber optics, geospatial data, and multi-stakeholder deployments across APAC.

Responsibilities

  • Integrated Project Delivery: Work with Network TPMs, DWDM engineers, ITDC teams, Network Procurement, and Construction to ensure cohesive project execution.
  • Datacenters PoP Selection: Evaluate connectivity feasibility with site selection team and validate long-haul wave proposals and dark fiber options for Datacenter and PoP selections.
  • Infrastructure Design: Lead fiber pathway architecture from the 0 manhole to internal access panels; design manhole placements, conduit systems, and site entry points for route diversity.
  • MMR/POE Integration: Collaborate on layout of Point of Entry and Meet-Me Rooms to ensure space, power, and structural readiness for high-capacity, multi-carrier fiber and MOFN arrivals.
  • Strategic Partnerships: Build and maintain relationships with regional/Continental ISPs, private dark fiber owners, and utility providers.
  • Procurement & Negotiation: Manage RFx for last-mile to long-haul capacity; lead IRU agreements, long-term leases, and MOFN service structures.
  • Colocation: Coordinate with fiber owners to secure rack space, power, and environmental resources within Inline Amplification sites.
  • Documentation: Maintain internal databases of fiber/connectivity routes; manage KMZ/KML files.
  • AutoCAD: Review and create site infrastructure and conduit designs using AutoCAD for accurate documentation of physical plant deployments.

Qualifications

  • Bachelor’s degree in Engineering, Telecommunications, or related field (or equivalent professional experience).
  • 5+ years of experience in network infrastructure, OSP planning, or data center connectivity project management.
