About the role

Sourcing Manager responsible for capital equipment procurement and construction services for Starlink’s large-scale ultrapure water (UPW) and wastewater treatment facilities, including ZLD, supporting SpaceX manufacturing operations.

Responsibilities

  • Work with wastewater engineering, construction, facilities, and operations to develop and implement a contract management process for CAPEX and construction of wastewater and UPW systems
  • Develop and execute equipment & services procurement strategies for wastewater treatment plants, UPW systems, and related construction projects
  • Perform market analysis to determine should-costs and secure best deals for specialized equipment and construction services
  • Own end-to-end sourcing strategy and performance for major utility water systems (industrial water, ultrapure water generation, cooling systems, closed-loop hydronics; wastewater collection, treatment, discharge; environmental permit compliance)
  • Define and implement long-term sourcing strategies for reliable water supply and cost-effective availability of water treatment systems
  • Create and negotiate contract documents with legal for capital equipment, EPC contractors, and construction services
  • Track and report spend, assess budgetary risk, provide budgetary analysis for multi-million dollar wastewater CAPEX projects
  • Manage vendor and contractor relationships; resolve performance or delivery issues
  • Present value propositions, cost reviews, cost reduction strategies, and supply issues to management
  • Identify and execute cost reduction projects; coordinate with stakeholders and provide project updates
  • Perform advanced quantitative and business process analyses to assess financial impacts and improvement opportunities
  • Create and implement supplier management programs and monitor KPIs for wastewater treatment and construction
  • Lead and execute RFPs for capital equipment, construction packages, and wastewater treatment systems
  • Place purchase orders and resolve blocked invoices; reduce transaction counts while maintaining control and compliance

Qualifications

  • Bachelor’s degree and 5+ years of experience in Purchasing/Procurement, Engineering, Contract negotiation, Operations or supply chain management, Construction/facilities/industrial plant management, or Wastewater/water treatment systems OR 9+ years of relevant experience in lieu of a degree
