About the role

Operations manager within Meta's immigration program to lead the operating model for complex Talent Acquisition programs and PERM recruitment processes; responsible for process standards, compliance, and program outcomes across stakeholders.

Responsibilities

  • Portfolio and Operating Model Ownership
  • Define, plan and execute complex TA programs and cross-functional initiatives; sequence them against hiring priorities and capacity
  • Set the operating model for how TA programs are scoped, governed, launched, and transitioned to steady state
  • Own relationship with outside counsel on PERM matters; set program-level strategy and case strategy
  • Define roles, responsibilities, and controls within the PERM recruitment process; build processes for sustained adherence across TA, Hiring Managers, and TA Operations
  • Set direction for PERM Recruitment Enhancement initiative (scope, risk appetite, standards)
  • Serve as function manager for Meta's Talent Center PERM recruitment process; own process health, compliance posture, and outcomes
  • Initiate permanent residence cases with outside counsel; manage progression against filing timelines
  • Own documentation standard for PERM filings; ensure audit-ready processes
  • Act as internal authority for Immigration team, foreign national employees, and HR partners on PERM questions
  • Translate hiring priorities into multi-quarter roadmap; make trade-off calls when priorities conflict
  • Own measures of success for the portfolio; define success criteria and benchmarks
  • Build mechanisms for programs to run without you (ownership, documentation, performance measures, review cadence)
  • Process Architecture and Operational Excellence: end-to-end design of priority TA processes (demand intake, requisition launch, sourcing, screening, interviewing, selection, offer, preboarding, recruiting operations)
  • Standardize processes to improve speed, quality, consistency and compliance; defend decisions to stakeholders
  • Diagnose root causes of systemic process failures; distinguish fixworthy problems from noise
  • Set decision rights, handoffs, service expectations, escalation paths, operating mechanisms across recruiting teams; coordinate with Finance, Legal, IT
  • Establish playbooks, SOPs, and governance for recruiting execution
  • Define requirements for recruiting technology and ATS workflows; hold systems partners to them
  • Build data and feedback mechanisms for continuous improvement
  • Influence and Stakeholder Leadership: advise TA and business leaders on process/program strategy; drive accountability across diverse teams; resolve contested design decisions; mentor and raise capability of others.

Qualifications

  • 12+ years of experience in recruiting operations, TA program management, HR operations, or comparable program ownership role
  • Track record of owning a program or process domain end-to-end as the accountable individual
  • Experience leading in ambiguity; defining problems, building cases for investment, sequencing work
  • Experience designing operational processes adopted beyond the original team with measurable improvement
  • Change management experience at scale; adoption-focused
  • Experience advising senior leaders and redirecting asks
  • Experience owning recruiting technology/ATS requirements and using data to drive decisions
  • Experience owning a compliance posture in regulated/audit-exposed environments; judicious risk acceptance
  • Ability to make complex requirements legible to non-experts and senior decision makers
