About the role

Meta is seeking a Payroll Manager to join the International Payroll team. One of two International Payroll Managers, you will share accountability for international payroll operations across 39 countries in APAC, EMEA and LATAM, delivered with outsourced providers. This is a people leadership role focused on standardization, touchless processing, and connected technology, with multi-year strategy and cross-functional alignment.

Responsibilities

  • Lead, coach and develop a multi-level payroll organization across EMEA, APAC and LATAM, managing through team leads and experienced individual contributors who own critical processes and systems
  • Build a leadership bench and succession plan for critical roles through hiring and internal development, and plan for contingencies so delivery does not depend on any single person
  • Own organizational health, using engagement, attrition and upward feedback signals to diagnose and resolve issues that span teams and regions
  • Set a high performance bar, give clear developmental feedback, and hold people accountable for addressing performance issues fairly and early
  • Share accountability with the other International Payroll Manager for the accuracy, timeliness and local compliance of payroll across 39 countries and multiple legal entities
  • Partner with the other International Payroll Manager to keep standards, controls, metrics and ways of working consistent across the international payroll organization
  • Drive standardization and touchless processing by reducing country-level variation, eliminating manual touchpoints and improving system integration
  • Co-own the multi-year international payroll strategy and roadmap with the other International Payroll Manager and Payroll leadership
  • Build alignment with Finance, Accounting, Tax, People, Legal, Equity and Engineering partners, and influence priorities and decisions beyond your direct area
  • Sustain delivery, controls and team health through operating model changes, system implementations, new entity launches and regulatory change
  • Define the metrics, data sets and reporting that show how the operation is performing, and use them to drive strategic decisions on resourcing, process and people investment
  • Present data-driven insights and recommendations to leadership in a form that drives decisions
  • Maintain internal controls and adherence to SOX, statutory filings and local payroll and tax regulation, and act as an escalation point for compliance and ethics concerns
  • Own the relationship with outsourced payroll providers, including SLA governance, service quality, root cause analysis, remediation and business reviews
  • Lead AI and automation initiatives across the payroll lifecycle to reduce manual effort, improve accuracy and strengthen controls
  • Set team goals for AI adoption and skill-building, and coach the team on AI tools and best practices
  • Benchmark the operating model against internal and external standards, and scale what works across regions and teams

Qualifications

  • Bachelor's degree in Finance, Accounting, Business Administration or related field, or equivalent practical experience
  • Experience in payroll operations, including direct people management of multi-country payroll teams across more than one region
  • Experience managing managers or team leads, including dispersed and remote team members across multiple time zones
  • Experience with ADP payroll platforms, Workday and HCM-to-payroll integration
  • Experience driving payroll standardization, automation or process simplification across multiple countries
  • Experience managing outsourced payroll providers, including SLA governance
  • Knowledge of payroll regulations, employment tax and statutory compliance across multiple jurisdictions
  • Experience using payroll data and metrics to report on operational performance and inform business decisions
  • Experience setting multi-year strategy for a payroll or shared services function and leading an organization through sustained change
  • Experience presenting to and influencing stakeholders at all levels, including executive leadership
