About the role

Senior individual-contributor/leadership role building and operating Aalo Atomics’ export-control compliance program under 10 C.F.R. Part 810 and related U.S. trade controls. Responsible for policies, training, controls, reporting to DOE/NNSA, and safeguarding Export Controlled Information as the designated decision-maker.

Responsibilities

  • Serve as the designated, accountable decision-maker for all Part 810 matters company-wide, with authority to approve, pause, or suspend disclosures of ECI and to suspend individual access to ECI pending review.
  • Own authorization of ECI releases: review and approve what information may leave the company and to whom, coordinating with Engineering.
  • Establish and own document-marking standards and release-approval workflows used before any external transfer.
  • Single point of contact for communications and reporting to DOE/NNSA; build internal reporting process for required report information.
  • Build and run export-control training program for all employees, executives, interns, consultants, and contractors; provide department-specific guidance; track completions; hold office hours for questions.
  • Design and enforce visitor and site-security program across facilities; implement Foreign National screening, escorts, badging, and privacy controls for ECI.
  • Oversee international travel approval for trips involving ECI or devices that access it; manage screen visibility and security precautions.
  • Establish and enforce a self-publication/public-release procedure with GC and IP counsel; ensure approvals before public disclosure.
  • Reinstate and oversee OFAC screening within procurement procedures; define procurement’s export-control responsibilities.
  • Oversee import/export licensing compliance for physical equipment (e.g., NRC 10 C.F.R. Part 110); manage examples like neutron flux monitor from France.
  • Maintain centralized policy repository and signed NDAs/Retransfer Agreements and citizenship proofs; track actual ECI recipients.
  • Collaborate with IT and CISO on controls to keep ECI off non-compliant systems; enforce approved transfer environments and device governance.
  • Conduct periodic internal audits and foster a leadership-backed culture of compliance, eliminating informal overrides.

Qualifications

  • Demonstrated working knowledge of U.S. nuclear export controls under 10 C.F.R. Part 810, and familiarity with NRC 10 C.F.R. Part 110, EAR, and OFAC sanctions screening.
  • Experience building or operating an export-compliance program (policies, procedures, training, recordkeeping), preferably in a startup or fast-growing environment.
  • Proven ability to make and defend authorization decisions independently and pause/suspend actions when warranted.
  • Strong cross-functional collaboration skills across Engineering, Procurement, Marketing, IT/Security, HR, and Legal; ability to translate technical determinations into release decisions.
  • Experience interfacing with federal regulators (DOE/NNSA preferred) and supporting regulatory reporting/disclosures.
  • Excellent written and verbal communication; ability to train non-specialists and foster a compliance culture.
  • Bachelor’s degree required; advanced degree, JD, or relevant technical/nuclear background a plus.
  • Willingness to travel among Austin, Georgetown, and Idaho Falls facilities.
